BACKGROUND INFORMATION

The Tabaco City Water District (TAWAD) was created by virtue of a Municipal Resolution No. 9-74 on January 21, 1974 and was formed on December 16, 1974. Its Conditional Certificate and Conformance CCC No. 13 was issued by the Local Water District Administration (LWUA) on February 07, 1975 to qualify for financial and technical assistance along with developmental goals and expansion of water facilities. LWUA, a government corporation served as the regulatory body created primarily as a lending institution for the promotion, development and financing of all local water utilities. TAWAD became a Government Owned and Controlled Corporation (GOCC) pursuant to Supreme Court Decision en banc GR No. 952-37.38 on the case of Davao City Water District et al versus Civil Service Commission on September 21, 1991. Department of Budget and Management (DBM) approved the reclassification of Tabaco City Water District from Medium Category to Big Category Water District on September 01, 2002, and Recategorized into Class B Water District on January 2013. To date, the TAWAD supplies water to its concessionaires from various sources located in different part of Tabaco City. Water supply systems includes, hydraulic structure, wells, springs, and water treatment facilities.

TAWAD hired the services of a Legal Counsel on a retainer basis renewable annually to represent and defend the district of any and all suits brought by or against to it before the court or administrative tribunals. The TAWAD operates on total personnel of 104 as of August 2023 * Board of Directors - The policy making body of the water district. Responsible for providing effective leadership that enables water utility staff to develop and implement necessary managerial programs, policies, procedures, and plans.

* Office of the General Manager - Responsible for the planning, organizing, directing, and controlling all activities and functions of the District and carrying out board related policies.

* Administrative, Human Resource, and Finance Department - Focuses on human resource management, property and supply management, procurement and general services, collection, disbursement, accounting and budgeting.

* Commercial Services Department - Responsible for customer accounts and customer service (billing, tellering, collections, new connections and service requests).

* Engineering and Operations Department - Handles the planning and design, production, construction and maintenance.
